Paint chips and "pushed/raised" paint.

You know how some scratches just raise the paint? Like writing in the flat sand. It creates a scratch with the paint pushed up which raises it and makes a bump. So the question is should I exacto-knife those off and paint the flat surface? Because I don't think sanding them down is the answer. Or am I better off keeping those bumps?

They're the smallest little scratches under my front bumper. Not worth spending money to get the practically unseen imperfections out.
